✅ Who Should Take This Course?
- New York licensed insurance agents, brokers, and producers with property/casualty lines of authority
- Commercial lines producers who place general liability, commercial property, business auto, and package policies
- Producers who issue or review certificates of insurance and handle additional insured requests
- Agents who place workers' compensation coverage for New York employers
- P&C licensees who need elective credits to reach New York's 15-credit renewal total
- Licensed account managers who service commercial renewals, endorsements, and audits
- Producers who completed Part 1 and want 4 more elective credits
- Agency owners and managers keeping their teams CE-compliant
✅ Does This Course Satisfy the New York CE Requirement?
This course provides 4 hours of NYDFS-approved property/casualty elective credit. Those hours count toward the 15 total continuing education credits most New York licensees must complete each two-year cycle.
Be clear on what this course does not do:
- It does not satisfy the mandatory one-hour Insurance Law, ethics and professionalism, or diversity, inclusion, and elimination of bias topics — each of those requires its own approved course.
- It does not satisfy the 1-hour flood insurance requirement for P&C licensees or the 3-hour enhanced NFIP flood requirement for NFIP flood sellers.
If you want your entire 15-hour P&C renewal in one purchase — the three mandatory topics, both flood components, and this course plus Part 1 — see the 15 Hour New York P&C Insurance Renewal Package for $39.
✅ New York Insurance Continuing Education Requirements
Under New York Insurance Law Section 2132, most New York insurance licensees must complete 15 credits of approved continuing education during each two-year licensing period once the license has been in effect for more than two years. For licenses renewing on or after April 1, 2022, Part 20 of the NYCRR requires that the 15 credits include:
- At least 1 hour of Insurance Law instruction
- At least 1 hour of ethics and professionalism instruction
- At least 1 hour of diversity, inclusion, and elimination of bias instruction
- At least 1 hour of flood insurance instruction, if licensed to sell one or more property/casualty lines
- At least 3 hours of enhanced flood insurance instruction, if selling flood insurance through the NFIP
Self-study and online courses require a passing grade on a final exam to receive credit. New York resident licensees must use a Department-approved provider organization, and all CE must be completed before the renewal or relicensing application is submitted. CE is generally not required for non-resident licensees who are CE-compliant in their home state.
How this course helps: This 4-hour course provides 4 hours of property/casualty elective credit toward the 15 total credits required for renewal. It does not satisfy the mandatory 1-hour Insurance Law, ethics, or diversity topics, and it does not satisfy either flood insurance requirement — those must be completed separately. Pair it with Part 1, the three mandatory-topic courses, and the flood courses to complete a full 15-hour P&C renewal, or get all seven courses together in the 15 Hour New York P&C Insurance Renewal Package.
✅ When Do New York Licensees Renew?
New York insurance licenses renew every two years, and expiration dates vary by licensee — check your license record in the DFS portal to confirm your exact date. Individual and TBA producer licenses expiring on the licensee's birthday can generally be renewed up to 180 days before expiration.
Because CE must be completed before you submit your renewal application, finish your credits early instead of racing your expiration date.
✅ How to Renew Your New York Insurance License
Step 1: Confirm Your License Record — Check your license type, lines of authority, and expiration date in the DFS portal.
Step 2: Confirm Your CE Requirements — Most licensees need 15 credits per cycle, including the mandatory topics. Your flood hours depend on whether you sell P&C lines and whether you sell NFIP flood insurance.
Step 3: Enroll — Enroll in the 4 Hour New York Property & Casualty Insurance Compliance – Part 2 course for $19.99 and start immediately.

✅ What You Will Learn
- How New York regulates commercial P&C rates, rating plans, and policy forms — and why final premium can change after audit or underwriting
- How to discuss rating variables with commercial clients: payroll, classifications, territories, loss history, and exposure changes
- The commercial lines cancellation, nonrenewal, and conditional renewal rules under Insurance Law §3426 — and the notices your clients receive
- What a certificate of insurance is — and is not — and the certificate practices New York law prohibits
- How to handle additional insured, waiver of subrogation, and primary and noncontributory requests without promising coverage the policy does not provide
- New York employers' workers' compensation obligations and the producer's role in proper placement
- Claims-handling standards under Regulation 64 and where a producer's role in a commercial claim begins and ends
✅ Course Content Overview
This course is organized into four one-hour sections:
Section 1 (1 Hour) — Commercial Lines Underwriting, Rating, and Policy Form Compliance
How Article 23 rate regulation shapes commercial placements:
- Purpose and applicability of New York P&C rate regulation, and why filed rates, rating plans, and policy forms matter (Insurance Law §§2301, 2302)
- Rate standards — rates may not be excessive, inadequate, or unfairly discriminatory (§2303)
- Rate-making and filing concepts: supporting information, rating classifications, territories, and policy forms (§§2304–2307)
- Discussing rating variables with clients: payroll, receipts, class codes, construction, occupancy, vehicle use, and loss history
- Excess rates and special rating situations (§2309), documenting exposure data, and explaining that final premium may change after underwriting, audit, or inspection
Section 2 (1 Hour) — Commercial Lines Cancellation, Nonrenewal, Conditional Renewal, and Client Notices
The Insurance Law §3426 framework every commercial producer should know:
- Covered policies, required policy periods, and the meaning of cancellation, nonrenewal, and conditional renewal
- Mid-term cancellation restrictions and timely, accurate notice to the first-named insured
- Nonrenewal and conditional renewal procedures — documenting notice dates, premium increases, reduced limits, and restrictive endorsements
- Responding when a client receives a notice: coverage replacement planning and documenting client instructions
- E&O risk from missed gaps, late remarketing, and undocumented recommendations across multi-line commercial accounts
Section 3 (1 Hour) — Certificates of Insurance, Additional Insured Requests, and Liability Coverage Communication
Certificates are evidence of coverage — not coverage. This hour keeps certificate practice compliant:
- What a certificate of insurance is under Insurance Law §501 — and why it is not a policy or a binder
- Prohibited certificate practices — a certificate cannot amend, extend, or alter the coverage provided by the policy (§502)
- Approved certificate forms: insurer-promulgated forms, approved standard forms, or forms approved by the Superintendent
- Liability policy provisions, notice issues, disclaimers, and the injured person's rights (§3420)
- Additional insured status, waiver of subrogation, primary and noncontributory wording, and matching contract requirements against the actual policy
Section 4 (1 Hour) — Workers' Compensation, Claims Standards, and Commercial Risk Control
Workers' compensation placement and commercial claims handled correctly:
- Employer obligations to secure workers' compensation coverage (Workers' Compensation Law §50)
- Placement considerations: legal entity identification, employee classifications, payroll estimates, experience rating, and subcontractor exposure
- Unfair claims settlement practices (§2601) and the Regulation 64 claims-handling framework (11 NYCRR Part 216)
- Producer boundaries during commercial claims — helping the insured report and document without unauthorized adjusting
- Renewal risk-control reviews: certificates, contracts, fleet changes, payroll audits, loss runs, and written coverage recommendations
