- Personal lines producers who advise homeowners, condo owners, renters, and drivers
- P&C licensees who need elective credits to reach New York's 15-credit renewal total
- Producers who want a practical refresher on New York producer duties, compensation, and fiduciary rules
- Agents who field property claims questions and help insureds meet proof-of-loss deadlines

- Agency owners and managers keeping their teams CE-compliant
✅ Does This Course Satisfy the New York CE Requirement?
This course provides 4 hours of NYDFS-approved property/casualty elective credit. Those hours count toward the 15 total continuing education credits most New York licensees must complete each two-year cycle.
Be clear on what this course does not do:
- It does not satisfy the mandatory one-hour Insurance Law, ethics and professionalism, or diversity, inclusion, and elimination of bias topics — each of those requires its own approved course.
- It does not satisfy the 1-hour flood insurance requirement for P&C licensees or the 3-hour enhanced NFIP flood requirement for NFIP flood sellers.
If you want your entire 15-hour P&C renewal in one purchase — the three mandatory topics, both flood components, and this course plus Part 2 — see the 15 Hour New York P&C Insurance Renewal Package for $39.
✅ New York Insurance Continuing Education Requirements
Under New York Insurance Law Section 2132, most New York insurance licensees must complete 15 credits of approved continuing education during each two-year licensing period once the license has been in effect for more than two years. For licenses renewing on or after April 1, 2022, Part 20 of the NYCRR requires that the 15 credits include:
- At least 1 hour of Insurance Law instruction
- At least 1 hour of ethics and professionalism instruction
- At least 1 hour of diversity, inclusion, and elimination of bias instruction
- At least 1 hour of flood insurance instruction, if licensed to sell one or more property/casualty lines
- At least 3 hours of enhanced flood insurance instruction, if selling flood insurance through the NFIP
Self-study and online courses require a passing grade on a final exam to receive credit. New York resident licensees must use a Department-approved provider organization, and all CE must be completed before the renewal or relicensing application is submitted. CE is generally not required for non-resident licensees who are CE-compliant in their home state.
How this course helps: This 4-hour course provides 4 hours of property/casualty elective credit toward the 15 total credits required for renewal. It does not satisfy the mandatory 1-hour Insurance Law, ethics, or diversity topics, and it does not satisfy either flood insurance requirement — those must be completed separately. Pair it with Part 2, the three mandatory-topic courses, and the flood courses to complete a full 15-hour P&C renewal, or get all seven courses together in the 15 Hour New York P&C Insurance Renewal Package.
✅ When Do New York Licensees Renew?
New York insurance licenses renew every two years, and expiration dates vary by licensee — check your license record in the DFS portal to confirm your exact date. Individual and TBA producer licenses expiring on the licensee's birthday can generally be renewed up to 180 days before expiration.
Because CE must be completed before you submit your renewal application, finish your credits early instead of racing your expiration date.
✅ How to Renew Your New York Insurance License
Step 1: Confirm Your License Record — Check your license type, lines of authority, and expiration date in the DFS portal.
Step 2: Confirm Your CE Requirements — Most licensees need 15 credits per cycle, including the mandatory topics. Your flood hours depend on whether you sell P&C lines and whether you sell NFIP flood insurance.
Step 3: Enroll — Enroll in the 4 Hour New York Property & Casualty Insurance Compliance – Part 1 course for $19.99 and start immediately.
Step 4: Complete the Course Online — Work at your own pace, log in and out anytime, and pass the final exam to earn self-study credit.
Step 5: Receive Your Instant Certificate — Your certificate of completion is emailed to you the moment you finish.

- How to avoid the unfair trade practices, claims conduct, and discrimination issues that lead to producer discipline
✅ Course Content Overview
This course is organized into four one-hour sections:
Section 1 (1 Hour) — Property and Casualty Producer Licensing, Authority, and Client Disclosures
How New York defines and regulates P&C producers, and the duties that come with the license:
- Producer definitions — agent, broker, sell, solicit, and negotiate — and when a license is required (Insurance Law §§2101–2104)
- Insurer appointments and termination notices, and how appointments define an agent's authority (§2112)
- Commissions, broker compensation, and when a separate written compensation agreement is required (§§2115, 2116, 2119)
- Fiduciary duties for premiums, return premiums, and other insurance funds (§2120)
- Advertising and written communications — avoiding misleading statements about coverage or insurer authority (§§2122, 2123)
Section 2 (1 Hour) — Property Insurance Contracts, Homeowners Coverage, and Policyholder Duties
Core property insurance rules producers should explain accurately at application and renewal:
- Insurable interest and why ownership, lienholder, and named-insured details matter (§3401)
- The standard fire insurance policy, extended coverage, and permissible variations (§3404)
- Proof-of-loss and notice-of-loss responsibilities (§3407), and appraisal when the amount of loss is disputed (§3408)
- Flood and windstorm disclosure issues — standard homeowners coverage may not include flood and may carry a separate windstorm deductible (§§3444, 3445)
- Documenting client discussions about replacement cost, actual cash value, deductibles, exclusions, and endorsements
Section 3 (1 Hour) — Automobile Insurance, Liability Coverage, and Personal Lines Compliance
The auto and personal lines rules behind everyday quoting and service:
- Liability policy provisions, notice issues, disclaimers, and the injured person's rights (§3420)
- No-fault essentials: basic economic loss and first-party benefits (§§5102, 5103), and the limits on lawsuits for non-economic loss (§5104)
- Physical damage coverage and inspection-related duties for private passenger automobiles (§3411)
- Cancellation and renewal protections for covered personal lines policies (§3425)
- Prohibited refusal, cancellation, and nonrenewal practices involving certain motor vehicle applicants and insureds (§§3434, 3435-a)
Section 4 (1 Hour) — Consumer Protection, Unfair Practices, Claims Standards, and Producer Risk Control
How consumer protection standards shape producer conduct:
- Unfair methods of competition and unfair or deceptive acts or practices under Article 24 (§§2402, 2403)
- Unfair claim settlement practices — ignored communications, delayed investigations, and misleading claimants (§2601)
- Discrimination restrictions in P&C transactions (§§2606, 2607) and domestic violence protections (§2612)
- Producer conduct that can lead to disciplinary action — misrepresentation, untrustworthiness, and dishonest practices (§2110)
- Practical workflows: application review, coverage comparisons, renewal checklists, complaint handling, and keeping contact information current (§2134)
