✅ Who Should Take This Course?
- Pennsylvania licensed resident insurance agents renewing a license with property and casualty authority
- Producers who need 3 approved hours toward the 24-hour Pennsylvania requirement
- Agents who want current, practical inland marine & specialty ce knowledge, not filler credit
- New producers building a working foundation in this coverage area
- Experienced agents refreshing before a renewal deadline
- Agency staff who support producers and want the same technical grounding
✅ Does This Course Satisfy the State Requirement?
This course provides 3 approved hours toward the 24 credit hours a Pennsylvania resident producer must complete in each two-year license period. It does not satisfy the requirement on its own, and it is general credit – it does not count toward the 3 hours of ethics that Pennsylvania also requires.
Pennsylvania places no cap on self-study or online hours, so all 3 hours count in full. After this course you will need the balance of your 24 hours, including the 3-hour ethics requirement, from separately approved courses.
✅ Pennsylvania Continuing Education Requirements
Pennsylvania requires 24 credit hours of approved continuing education in each two-year license term, and since 29 April 2025 at least 3 of those hours must cover ethics. Producers licensed before that date had until 29 April 2026, or the end of their current license period if later, to bring the ethics hours in. The ethics hours count inside the 24 rather than on top of them.
- 24 credit hours of approved continuing education in each two-year license term
- At least 3 of the 24 must be ethics
- Property & Casualty licensees must also complete at least 2 hours on flood insurance
- Licenses renew every two years on the producer's birthday
- Up to 24 hours may be carried over into the next license term
- The same course cannot be repeated for credit inside one two-year period
Two product gates sit outside the general requirement. Producers selling long-term care must complete an initial 8-hour training course and a 4-hour refresher each period after that. Producers licensed after 20 June 2022 who sell annuities must complete a 4-hour Annuity Best Interest course. Nonresident producers are exempt from Pennsylvania's continuing education requirement entirely, as are licensees holding only limited lines or surplus lines authority. Failing to complete the minimum results in the voluntary termination of the license.
How this course helps: This 3-hour course contributes 3 of the 24 credit hours required in each two-year license period. It is general credit, so it does not count toward the 3-hour ethics requirement. The balance of your 24 hours must be completed separately.
✅ When Do Licensees Renew?
Pennsylvania producer licenses run on a two-year term and renew on the producer's birthday. Continuing education must be complete before you renew – the Department will not process a renewal for a licensee who has not met the requirement, and failing to complete it results in the voluntary termination of the license. Confirm your own expiration date on your license record rather than assuming a calendar deadline.
✅ How to Renew Your Pennsylvania License
- Confirm your license expiration date and your lines of authority. Pennsylvania renews on your birthday, every second year.
- Work out what you still owe: 24 hours in total, at least 3 of them ethics, plus at least 2 hours of flood if you hold Property & Casualty authority.
- Check whether a product gate applies – the 8-hour initial and 4-hour ongoing long-term care training, or the 4-hour Annuity Best Interest course if you were licensed after 20 June 2022 and sell annuities.
- Complete your hours from courses individually approved in Pennsylvania. Each course requires progressive completion by topic, study quizzes passed at 70 percent, and a certificate exam passed at 70 percent.
- Allow reporting time. Certificates process within two business days and are reported to the state in the same window, but do not leave it to the final days.
- Check your transcript through Sircon and confirm the ethics and flood hours posted in the right categories rather than as general credit.
- Renew your license and confirm it shows active with an updated expiration date.
Pennsylvania allows up to 24 hours of carryover into the next license term, so finishing early is not wasted the way it is in a no-carryover state. A course still cannot be repeated for credit inside the same two-year period.
✅ What You Will Learn
- Why inland marine exists and what the nationwide marine definition permits
- How filed and non-filed inland marine forms differ in flexibility and rating
- Contractors equipment, installation and builders risk floaters and when each applies
- Motor truck cargo, bailee and warehouse legal liability exposures
- Scheduled personal property floaters for jewelry, fine art and collectibles
- How to spot property in transit or off-premises that a standard form will not cover
✅ Course Content Overview
Hour 1 – Inland Marine Foundations and the Property Coverage Gap
The ocean marine origins of the line and why that history still explains its structure; the NAIC Nationwide Marine Definition and the classes of property it makes eligible; the gaps in standard commercial property — property in transit, property away from the described premises, mobile equipment and property in the care of others; and the floater concept, including what filed versus non-filed business means in practice.
Hour 2 – Major Commercial Inland Marine Coverage Forms
Contractors equipment coverage, including scheduled versus blanket approaches, rented and borrowed equipment, small tools sublimits and the employee tools exposure contractors assume is covered and is not; transit and motor truck cargo, including a shipper's interest against a carrier's legal liability and released value limitations; bailee and processing risks; and builders risk, installation and rigger's liability, including insurable interest and the coordination problems between owner and contractor policies.
Hour 3 – Valuation, Specialty Exposures and Placement Practice
Actual cash value, replacement cost, agreed value and stated amount, and how the absence of coinsurance on many inland marine forms changes a partial loss; scheduled against blanket limits and the consequences of underscheduling; specialty exposures including fine arts, museum and collection risks, electronic data processing equipment, signs and exhibition property; and placement and disclosure practice, including when a risk belongs in the surplus lines market.
