About this course
Built for California Pest Control professionals who want a fast, board-approved renewal.
4 Hour California Pesticide Laws and Regulations Continuing Education Course
β 4 Hours | California Pesticide Laws and Regulations Category | Only $999 | Instant Emailed Certificate | 100% Online & Self-Paced
Approval status: this course has been submitted to the California Department of Pesticide Regulation (DPR) for approval under 3 CCR 6512.2 and is not yet approved. No DPR course identification code has been issued, and no continuing education hours can be earned from it until DPR approves it. Enrollment will open, at the regular price, once approval is received.
Cover your entire 4-hour California pesticide laws and regulations continuing education requirement in one course for $999. Under 3 CCR 6511 a Qualified Applicator License holder, a Qualified Applicator Certificate holder, an Agricultural Pest Control Adviser and a Pest Control Aircraft Pilot each need exactly 4 laws hours per two-year cycle, and this course is built to deliver all 4 in one enrollment, current through the 2025 and 2026 rule changes.
Enroll online and work at your own pace, logging in and out without losing your place. Hourly quizzes and a final examination confirm your progress, and your certificate is emailed the moment you finish. 1st Choice CE submits your completion record to the Department of Pesticide Regulation as the course sponsor, and you certify your accumulated hours on your own renewal application.
Important scope note: this course is for California Department of Pesticide Regulation license and certificate holders. Structural pest control β termites, wood-destroying organisms and general household pest work β is licensed by the Structural Pest Control Board under the Business and Professions Code, not by DPR. Hours earned under DPR do not satisfy Structural Pest Control Board requirements, and Board hours do not satisfy DPR requirements. If your license is an SPCB Applicator, Field Representative or Operator license, this is not the course you need β call or text us at 1-800-698-2770 and we will point you the right way.

β Who Should Take This Course?
This course is written for individual California Department of Pesticide Regulation license and certificate holders who need laws and regulations hours:
- Qualified Applicator License (QAL) holders in any category A through M who are renewing a California license
- Qualified Applicator Certificate (QAC) holders renewing a California certificate
- Agricultural Pest Control Advisers (PCA) who write pesticide recommendations in California
- Pest Control Aircraft Pilots, manned and unmanned, who need their laws hours alongside their aerial hours
- QAL holders who serve as the supervisory qualified person for a pest control business location
- QAC maintenance gardener category Q holders, whose laws minimum is 2 hours
- Qualified applicators certified in seed treatment category H only, whose laws minimum is 2 hours
- Private Applicator Certificate holders, who renew on their own schedule under 3 CCR 6584 and need 2 laws hours
- Not for structural pest control licensees β termite and general household pest licensees are regulated by the Structural Pest Control Board and need SPCB-approved hours instead
β Does This Course Satisfy the State Requirement?
This course provides 4 hours of instruction in the California pesticide laws and regulations category. Under 3 CCR 6511 that is the complete laws and regulations minimum for a Qualified Applicator License holder, a Qualified Applicator Certificate holder, an Agricultural Pest Control Adviser and a Pest Control Aircraft Pilot in a full two-year cycle. Every one of those credentials needs exactly these four hours β not two, not eight β so you do not need a second laws course on top of this one.
It does not, by itself, complete your full renewal requirement. A QAL or QAC still needs 16 more hours, a Pest Control Aircraft Pilot needs 16 more hours including 4 hours of aerial pest control equipment and application techniques, and a PCA needs 36 more hours. Those remaining hours may be earned in any category DPR recognizes, as long as you select courses applicable to your license or certificate type.
It also does not apply to a Structural Pest Control Board license of any kind. SPCB Applicator, Field Representative and Operator licensees complete a separate program of Board-approved hours on a separate renewal schedule, and the two programs do not accept each other's credit.
Your completion certificate shows the course title, the DPR course identification code, the completion date, and the hours earned in each category, which is exactly what you copy onto the CE Record Renewal Summary in your renewal packet.
β California Pesticide Continuing Education Requirements
California pesticide license and certificate holders renew on a two-year cycle, and the continuing education obligation is set by 3 CCR 6511. The rule states plainly that it is each holder's own responsibility to select continuing education courses applicable to their license or certificate type. The totals below are the full-cycle requirements.
- Qualified Applicator License (QAL): 20 hours per two-year cycle β 4 hours must be laws and regulations
- Qualified Applicator Certificate (QAC): 20 hours per two-year cycle β 4 hours must be laws and regulations
- Agricultural Pest Control Adviser (PCA): 40 hours per two-year cycle β 4 hours must be laws and regulations
- Pest Control Aircraft Pilot: 20 hours per two-year cycle β 4 hours laws and regulations plus 4 hours aerial
- QAC β maintenance gardener category Q only: 8 hours per two-year cycle β 2 hours must be laws and regulations
- Qualified applicator β seed treatment category H only: 4 hours per two-year cycle β 2 hours must be laws and regulations
- Private Applicator Certificate (3 CCR 6584): Runs on its own certificate schedule β 2 hours must be laws and regulations
A few rules matter as much as the totals:
- Only three categories count. DPR approves continuing education hours in Laws and Regulations, Aerial Pest Control Equipment and Application Techniques, and Other. There is no separate sustainable pest management category; that content counts as Other hours.
- Short cycles are prorated. Under 3 CCR 6511(b), a license valid less than 12 months at renewal is exempt from continuing education, and a license valid 12 to 20 months requires one half of the applicable hours.
- Hours must be earned while the license is valid. 3 CCR 6510 requires the hours to be obtained while the license or certificate remains valid to renew.
- You track your own hours. 1st Choice CE reports course completions to DPR as the course sponsor, but you are the one who accumulates the hours and certifies them on your renewal application.
- Keep your records. Hold your continuing education records for three years. DPR may request them at any time, and falsifying a record carries penalties of up to $5,000 per violation.
- Falling short is not a late fee. Under 3 CCR 6510, a holder who has not obtained the required continuing education must submit a new application and pass the written examinations.
How this course helps: This 4-hour course provides all 4 hours in the laws and regulations category, which is the complete laws and regulations minimum for a QAL, a QAC, a PCA and a Pest Control Aircraft Pilot in a full two-year cycle. After you finish it, a QAL or QAC has 16 hours left to earn, a pilot has 16 hours left including the 4 required aerial hours, and a PCA has 36 hours left, all of which may be earned in any recognized category. Maintenance gardener category Q holders, seed treatment category H holders and Private Applicator Certificate holders have a 2-hour laws minimum, so this course covers that minimum with 2 additional hours to spare toward their overall total.
β When Do California Pesticide Licensees Renew?
California pesticide licenses and certificates are issued for two years under 3 CCR 6500 and expire on December 31. Which December 31 depends on your last name: holders whose last name begins with A through L expire in even-numbered years, and holders whose last name begins with M through Z expire in odd-numbered years. That stagger, not your birthday and not your original issue date, sets your deadline.
Your continuing education has to be finished before that December 31, because 3 CCR 6510 requires the hours to be earned while the license is still valid. Private Applicator Certificates are issued by the county agricultural commissioner and may run for a longer term, with continuing education set by 3 CCR 6584, so private applicators should read the expiration date on their own certificate.
Do not count on a grace period to save your hours. A renewal postmarked after December 31 of your expiration year is charged a late fee of 50 percent of the renewal fee, and a late fee does not cure missing continuing education. Under 3 CCR 6510 that shortfall sends you back to a new application and the written examinations.
β How to Renew Your California Pesticide License or Certificate
The renewal itself is separate from finishing your continuing education. Here is the order of operations:
- Confirm your credential and your deadline. Check your exact license or certificate type, its status and its expiration year on DPR's online license lookup, and confirm whether your last name puts you in the even-year or odd-year group.
- Check the hours DPR already has for you. Since 2025 DPR maintains a central continuing education database fed by course sponsors, and you can view your accumulated Laws, Aerial, Other and total hours on the same license lookup. Completions generally appear about two weeks after you finish a course.
- Finish your laws hours and your remaining hours. Complete the 4 laws and regulations hours plus the rest of your total before your license expires. The hours must be earned while the license is still valid.
- Complete DPR's individual renewal packet. Fill out the Individual License and Certificate Renewal Application, including the CE Record Renewal Summary, which asks for each course title, the DPR course identification code, the sponsor, the completion date, the location, and the hours in each category. Sign the summary.
- Submit early rather than at the deadline. DPR has advised holders to submit by about October 1 so that payment processing and the renewal review finish in time. Your application must be postmarked by December 31 of your expiration year, and your renewal must be in place by January 1 for you to keep working legally.
- Pay the renewal fee stated in your packet. Fees differ by credential and are printed in DPR's current renewal packet. A renewal postmarked after December 31 adds a late fee of 50 percent of the renewal fee.
- Keep your certificates for three years. Retain your continuing education records for three years. DPR may audit them at any time, and falsification carries penalties of up to $5,000 per violation.
- Verify the renewal went through. Return to DPR's license lookup and confirm your credential shows a current status and a new expiration date before you rely on it.
If anything on your renewal notice differs from what you read here, follow the notice DPR sent you and call us if you want a second set of eyes on it.

- Mandatory electronic Notice of Intent filing through CalAgPermits since February 24, 2025, and what SprayDays California publishes to the public
- The January 1, 2026 schoolsite permitting and reporting rule and the 1,3-dichloropropene health risk mitigation rule

- California's own personal protective equipment code, including the chemical-resistant suit change effective July 1, 2026
- Respiratory protection, closed mixing systems, change areas, decontamination facilities and equipment requirements
Hour 4 β Application Standards, Drift, Notice, Records, and Use Reporting
- The general standards of care that apply to every application independently of the label
- Accurate measurement, uniform mixture, equipment cleaning, wellhead protection and backflow prevention
- Preventing substantial drift under 3 CCR 6614 and reading it together with the standards of care
- Consent to apply and notice to the property operator, and how that differs from SprayDays public notification and from field posting
- Pesticide use records and pesticide use reports, operator identification numbers, and the added schoolsite site identification and application method detail
- What a county inspection tests, how civil penalties are assessed, and how long each record must be kept
