βœ… Vermont Continuing Education Requirements

Vermont runs continuing education on a fixed statewide schedule rather than a personal one. Under Regulation I-2000-02, the review period is a 24-month period beginning April 1 of an odd-numbered year and ending March 31 two years later, and 8 V.S.A. Β§ 4800a requires 24 hours of Commissioner-approved continuing education during that period as a condition of renewal. Three of the 24 hours must relate to ethics. The 24-hour total is the same whether you hold Life & Health, Property & Casualty, or both - Vermont does not split the requirement by line of authority. The current review period runs April 1, 2025 through March 31, 2027.

A producer licensed to sell property and casualty insurance must complete one 3-hour course on the National Flood Insurance Program. It is a one-time requirement, not one per period, and it counts inside the 24. No more than 6 of the 24 hours may relate to insurance agency management. Vermont sets no cap on self-study or online hours, so all 24 may be completed online provided the courses are approved and you pass the provider-administered examination. Excess hours do not carry over to the next review period, and the same course cannot be credited twice in one period. The requirement does not apply to a producer until after the first renewal or first eligibility for renewal, so a newly licensed producer owes nothing in that first partial term. Nonresident producers who satisfy a home state that has its own requirement are excused. The Commissioner may extend the deadline by up to six months for good cause.

βœ… When Do Licensees Renew?

Vermont producer licences do not run on your birthday. They expire at 12:01 a.m. on April 1 of every odd-numbered year, which means the licence is good through March 31. Licence fees are not prorated and the term is fixed regardless of when you first applied, so a producer licensed mid-period still expires on the next March 31 of an odd year. Continuing education is due on that same date. The next deadline for resident producers is March 31, 2027. Note that adjusters, consultants and surplus lines brokers expire on March 31 of EVEN years - those dates do not apply to a producer licence.


βœ… How to Renew Your Vermont License

  1. Confirm your licence type. Producer, limited lines producer, title agent, managing general agent and bail bond agent licences expire March 31 of odd-numbered years.
  2. Confirm which mandated subjects apply. Everyone needs 3 ethics hours. Property and casualty producers also need the one-time 3-hour NFIP flood course if they have not already taken it.
  3. Complete all 24 hours before March 31 of the odd year. Remember that excess hours do not carry forward, so there is no benefit to overshooting.
  4. Allow reporting time. Providers report completions to the Department's CE vendor within 15 days, and you receive your completion certificate within 20 days.
  5. Check your CE transcript in State Based Systems, which shows both the current and the prior review period, and confirm the ethics hours posted in the ethics category.
  6. Renew online at NIPR.com. Vermont sends renewal notices at the beginning of the odd year, and a paper application is accepted only where the electronic option is unavailable.
  7. Pay the state fee, then verify your licence in State Based Systems - Vermont does not mail you a renewed licence, so you print your own verification.

Vermont states no grace period. Your renewal application must be received before the March 31 deadline to prevent a lapse. A producer who fails to meet the continuing education requirement without an approved extension will not have the licence renewed, and a producer who received an extension and still fails to complete has the licence suspended. The only relief is a Commissioner-granted extension of up to six months for good cause, requested by March 31. If a licence has already lapsed, contact DFR Producer Licensing - Vermont does not publish a fixed reinstatement window or fee.
