✅ Does This Course Satisfy the State Requirement?

This course provides 3 approved hours toward the 24 insurance continuing education credits a North Carolina licensee must complete each two-year compliance period. This is a 3-hour National Flood Insurance Program course. Where you are required to complete NFIP training in order to write flood business, this is the course that covers it. It is general credit toward your state total, so it does not satisfy the separate 3-hour ethics requirement, which must come from a course approved in the ethics category. It does not satisfy the whole requirement on its own.

North Carolina sets no limit on self-study or online hours, so all of these credits count in full. If you hold a property, personal lines or adjuster license, remember that the 3-hour flood requirement is a separate mandated subject in alternating compliance periods. Excess hours carry forward as general credit.

✅ North Carolina Continuing Education Requirements

North Carolina requires 24 insurance continuing education credits during each biennial compliance period under 11 NCAC 06A .0802. Three of those credits must be ethics, taken from a course approved in the ethics category - general credit will not satisfy it, and the Department states there are no exceptions. Licensees holding a property, personal lines or adjuster license must also complete 3 hours of flood coverage in their first compliance period and every other compliance period after that, which works out to every four years. The 24-hour total is the same regardless of how many licenses you hold; holding more lines changes the mandated subject mix, not the total.

  • 24 insurance continuing education credits (ICECs) in each two-year compliance period
  • 3 of the 24 must be ethics, from a course approved in the ethics category
  • 3 hours of flood, in the first compliance period and every other period after that, for anyone holding a property, personal lines or adjuster license
  • 24 hours is the total no matter how many licenses you hold
  • No limit on self-study or online hours - all 24 may be completed online
  • Excess hours carry forward to the next compliance period as general credit

Your compliance date is set by your birth month and your birth year. Continuing education is due by the last day of your birth month, in odd-numbered years if you were born in an odd year and even-numbered years if you were born in an even year. North Carolina sets no limit on self-study or online hours, so the full 24 may be completed online. Hours above 24 carry forward to the next compliance period, although surplus ethics or flood credits carry over only as general credit and do not pre-satisfy the next period's mandated subjects. The same course does not earn credit twice in one compliance period. Exemptions are narrow - long-term medical disability or active military service only. There is no long-tenured exemption and no professional designation exemption. Nonresident licensees who meet their home state's requirements are deemed to meet North Carolina's.

How this course helps: This 3-hour course contributes 3 of the 24 insurance continuing education credits a North Carolina licensee must complete each two-year compliance period. It is approved in the Property & Casualty category. It does not complete the renewal on its own.

✅ When Do Licensees Renew?

North Carolina is unusual, and it is worth being precise about it. A resident producer license does not renew on a schedule - it stays valid until it is surrendered, cancelled or revoked. What runs on a cycle is the continuing education. Your CE is due by the last day of your birth month, in either odd or even years depending on your birth year. The license does not expire on a renewal date; it expires as a consequence of missing the CE deadline or missing the mandated ethics or flood hours. The January, April and September renewal dates you may have heard of apply to adjusters, business entities and surplus lines licenses, not to resident individual producers.

✅ How to Renew Your North Carolina License

  1. Confirm your compliance date. It is the last day of your birth month, in an odd year if you were born in an odd year and an even year if you were born in an even year. New licensees should check the Department's New Licensee CE Chart, because a first period can run longer or shorter than two years.
  2. Confirm which mandated subjects apply to you. Everyone needs 3 ethics hours. Anyone holding a property, personal lines or adjuster license also needs 3 flood hours in alternating periods.
  3. Complete all 24 credits, including the mandated subjects, before the last day of your birth month in your compliance year.
  4. Allow reporting time. Approved providers submit rosters to Prometric within 15 business days of the completion date.
  5. Check your CE transcript through Sircon Compliance Express and confirm the ethics and flood hours posted in the correct categories, not as general credit.
  6. If you are going to miss the date, request an extension through Sircon between 30 days before and the last day of your compliance period. The fee is $75 and it holds the license in Extended status for 30 days.
  7. Verify your license status and NPN through the NAIC lookup, and keep your own CE records for five years as the rule requires.

There is no grace period. Missing the compliance date on total hours, or on the mandated ethics or flood hours, causes the license to expire. You then have four months from the compliance date to complete the outstanding hours and pay a $75 administrative fee to Prometric to reinstate. After that four-month window the license goes inactive and continuing education will not bring it back - you must complete prelicensing education and pass the state exam again for each line of authority to be issued a new license. That is the reason to finish early rather than at the deadline.

✅ What You Will Learn

  • Explain what the NFIP covers and what it excludes, and why a homeowners policy does not cover flood
  • Read a Flood Insurance Rate Map and interpret a flood zone determination
  • Apply the building and contents coverage limits and the separate deductibles correctly
  • Explain the 30-day waiting period and the exceptions to it before a client is caught by it
  • Describe how Risk Rating 2.0 changed premium calculation and what an elevation certificate is still used for
  • Compare an NFIP policy with private flood coverage and identify when each fits

✅ Course Content Overview

Hour 1: Why flood is excluded from standard property policies and how the National Flood Insurance Program came to fill the gap. The hour covers the definition of flood, what the NFIP will and will not pay for, the Standard Flood Insurance Policy forms for dwellings, general property and residential condominium associations, and who is eligible to buy coverage through a participating community.

Hour 2: Zones, maps and rating: reading a Flood Insurance Rate Map, Special Flood Hazard Areas and the zone designations, flood zone determinations and what to do when a client disputes one, elevation certificates and what they are still used for, and how Risk Rating 2.0 changed the way premium is calculated. The hour also covers the mandatory purchase requirement for federally backed loans.

Hour 3: Coverage in practice and at claim time: building and contents limits, the separate deductibles, what basements and below-grade areas do and do not get, actual cash value versus replacement cost, the 30-day waiting period and its exceptions, Increased Cost of Compliance, and how a flood claim is adjusted and proven. The hour closes on the private flood market and how to compare it with an NFIP policy.
