✅ Does This Course Satisfy the State Requirement?
This course provides 4 approved hours toward the hours a Mississippi producer must complete - 12 if the licence period was 18 months or less, or 24 if it was longer. This is a 4-hour annuity best interest and suitability course, the training producers complete before soliciting or selling annuities. It is general credit toward your state total, so it does not satisfy the separate 3 hours with a course concentration in ethics, which applies only on the 24-hour tier. It does not satisfy the whole requirement on its own.
Mississippi is not a flat 24-hour state, so check the Department's birth-month calculation chart to see which tier you are on. There is no cap on self-study or online hours and no classroom requirement, but Mississippi allows no carryover, so hours count only in the licence period in which they are used.
✅ Mississippi Continuing Education Requirements
Mississippi is not a flat 24-hour state, and getting this wrong is the most common error made about it. Under section 83-17-251 of the Mississippi Code the requirement scales to the actual length of the licence period: a period of eighteen months or less carries twelve hours, while a period of more than eighteen months carries twenty-four hours of study in approved continuing education courses, of which three hours shall have a course concentration in ethics. Licences are issued on a biennial basis with a minimum term of thirteen months and a maximum of twenty-four, because the first term after issuance or reinstatement is prorated to your birth month. A producer on the twelve-hour tier has NO ethics requirement at all. The Department publishes a birth-month calculation chart that tells you which tier you are on.
- Mississippi scales the requirement to the actual length of your licence period, which runs 13 to 24 months
- Licence period of 18 months or less: 12 hours, and NO ethics requirement
- Licence period of more than 18 months: 24 hours, of which 3 must have a course concentration in ethics
- No line-of-authority split - one pool covers every line held
- No cap on self-study or online hours, and no classroom requirement even for the ethics hours
- NO carryover - hours count only in the licence year in which the credit is used
Mississippi permits no carryover whatsoever - the Department's guidelines state that licensees receive credit for courses only if the course is taken during the licence year in which the credit is to be used, and that carryover hours are not permitted. There is no cap on the number of self-study or online hours a producer may take, and no classroom requirement at all, including for the ethics hours, which may be completed online. The sixty percent classroom threshold that appears in the guidelines is a course-approval rule for blended courses, not a limit on the producer. Repeating the same course within one licence period earns credit only once. Exemptions cover limited lines producers, nonresidents meeting their home state's requirements under a reciprocal agreement, nonactive agents, and individuals aged sixty-five or older who had been licensed for a continuous period of twenty-five years or more as of April 17, 2023 - that exemption is measured as of a fixed date and does not roll forward, and it requires an affidavit filed through Sircon rather than applying automatically.
How this course helps: This 4-hour course contributes 4 of the hours a Mississippi producer must complete - 12 if the licence period was 18 months or less, or 24 if it was longer. It is approved in the Life & Health category. This is a 4-hour annuity best interest and suitability course, the training producers complete before soliciting or selling annuities. It is general credit toward your state total, so it does not satisfy the separate 3 hours with a course concentration in ethics, which applies only on the 24-hour tier. It does not complete the renewal on its own.
✅ When Do Licensees Renew?
Mississippi licences expire biennially on the last day of your birth month, and the first term after issuance is prorated to that date, which is what produces the thirteen-to-twenty-four-month range. The Department emails a renewal invoice ninety days before your expiration date, so keep the email address on your record current.
✅ How to Renew Your Mississippi License
- Determine your licence period length. Your licence expires the last day of your birth month; use the Department's continuing education calculation chart to see how many months your licence has been in effect, because that decides whether you owe 12 or 24 hours.
- Complete the correct total: 12 hours if your period is 18 months or less, with no ethics requirement, or 24 hours if it exceeds 18 months, including 3 hours with a course concentration in ethics. Any delivery method is acceptable, including fully online.
- Take only courses carrying a Mississippi course identification number assigned by the Commissioner, and do not repeat a course within the same licence period. Nothing carries over, so any surplus is wasted.
- Confirm your provider reported the hours - they have 15 calendar days from your completion date to submit through Sircon Compliance Express. Pull your own transcript on the Sircon Mississippi portal and use the education review period drop-down to make sure you are looking at the correct period.
- Watch for the renewal invoice the Department emails 90 days before your expiration date.
- File and pay the renewal online through Sircon or NIPR, allowing up to 72 hours after your compliance date for the system to reflect it.
- Confirm the licence shows active.
There is no grace period - the licence lapses after the last day of your birth month, and a reinstatement results in a recorded lapse in licensure. Under section 83-17-63 a producer who allows the licence to lapse may, within twelve months from the due date of the renewal fee, reinstate the same licence without passing a written examination, on payment of the licence fee plus the statutory penalty. Continuing education must be complete before you reinstate. After twelve months reinstatement eligibility is lost entirely and you must start over with a new prelicensing course of twenty hours per line of authority and a new written examination - harsher than most states.
✅ What You Will Learn
- State what the best-interest standard requires beyond old suitability rules
- Apply the care obligation to a specific client's financial situation and objectives
- Meet the disclosure obligation on compensation, product features and limitations
- Identify and manage conflicts of interest rather than simply disclosing them
- Evaluate liquidity needs, time horizon and surrender charge exposure before recommending
- Document a recommendation so the file shows why it was in the client's interest
✅ Course Content Overview
Hour 1: Annuity fundamentals refreshed: immediate and deferred, fixed, indexed and variable designs, accumulation and payout phases, surrender charge schedules, riders and the guarantees each design does and does not provide.
Hour 2: The best-interest standard: the care, disclosure, conflict-of-interest and documentation obligations, how the standard differs from the suitability rules it replaced, and who it applies to.
Hour 3: Applying the care obligation: gathering consumer profile information, financial situation, objectives, liquidity needs, risk tolerance and time horizon, and testing a recommendation against that profile rather than against a product.
Hour 4: Replacements, exchanges and the file: comparing existing and proposed contracts, surrender charges and lost guarantees, disclosure and comparison forms, supervision and review, and the documentation that shows the recommendation was made in the consumer's interest.
