β Does This Course Satisfy the State Requirement?
This course provides 3 approved hours toward the 45 hours a Massachusetts producer must complete each 36-month period, or the 60 hours required before a first renewal. It is general credit toward your state total, so it does not satisfy the separate 3 hours of Massachusetts Approved Ethics. It does not satisfy the whole requirement on its own.
Massachusetts sets no cap on self-study or online hours and imposes no proctoring requirement, so all of these hours count in full. Excess hours carry forward to the next 36-month period only. Be careful with the total: your FIRST renewal requires 60 hours, not 45.
β Massachusetts Continuing Education Requirements
Massachusetts runs on a three-year cycle rather than a two-year one, and it is one of the very few states where the FIRST renewal requires MORE hours than later ones. Under 211 CMR 50.04 a producer completes 60 hours of approved instruction before the initial licence renewal, then 45 hours in each 36-month period after that. Three of those hours must be a program of instruction on Massachusetts Approved Ethics, which the Division abbreviates MAE and codes as MAE in the approved course catalogue. The 3 MAE hours count inside the total rather than on top of it. The regulation permits the hours to be satisfied in any of the lines of insurance for which you are licensed, so there is no mandatory life and health versus property and casualty allocation.
- 60 hours of approved instruction before your FIRST licence renewal
- 45 hours for each 36-month period after that
- 3 of those hours must be Massachusetts Approved Ethics, coded MAE - a generic ethics course does not satisfy it
- The requirement is not split by line of authority - hours may be taken in any line you hold
- No cap on self-study or online hours, and no proctoring requirement
- Excess hours carry forward to the next 36-month period only
Since December 1, 2020 Massachusetts credits may be earned online or through approved courses in reciprocal states, the two-credit minimum course length has been removed so single-credit courses are permitted, and a credit hour is defined as a minimum of 50 minutes. There is no cap on self-study or correspondence hours and no proctoring requirement. Excess hours carry forward to the next 36-month period only. Exemptions under 211 CMR 50.03 are narrow: nonresidents holding an equivalent home-state licence with its own continuing education requirement; persons licensed in Massachusetts before April 4, 1983, subject to exceptions where the licence was amended or lapsed; auto club agents; insurance advisers; fraternal agents; and producers licensed only for travel or credit insurance. The April 4, 1983 date is a fixed historical cutoff, not a years-of-service rule, and Massachusetts has no age or professional-designation exemption.
How this course helps: This 3-hour course contributes 3 of the 45 hours a Massachusetts producer must complete each 36-month period, or the 60 hours required before a first renewal. It is approved in the Property & Casualty category. It is general credit toward your state total, so it does not satisfy the separate 3 hours of Massachusetts Approved Ethics. It does not complete the renewal on its own.
β When Do Licensees Renew?
Massachusetts producer licences renew on your birth DATE, on a three-year cycle - not on your birth month and not every two years. Work out first whether this is your initial renewal, which carries the 60-hour requirement, or a subsequent one at 45 hours. That distinction is the most common miscount in the state.
β How to Renew Your Massachusetts License
- Identify your renewal date - your birth date, every three years - and determine whether this is your initial renewal at 60 hours or a subsequent one at 45.
- Pull your continuing education transcript in SBS License Manager to see credits already posted and any hours carried forward from the prior 36-month period.
- Complete the required 60 or 45 hours of Massachusetts-approved instruction, including 3 hours specifically coded Massachusetts Approved Ethics. Courses may be classroom, self-study, online, or taken in a reciprocal state.
- Complete any transaction-specific training that applies: the one-time 4-credit annuity course before selling annuities, the one-time 3-hour NFIP flood course if you write flood on a Property, Casualty or Personal Lines licence, and your carrier's own long-term care product training before selling long-term care.
- Verify on SBS that every credit, and specifically the 3 MAE credits, has posted before your renewal date. An unposted MAE course will block the renewal.
- Renew through NIPR.com, which checks compliance before accepting the filing, and pay the renewal fee plus the lead paint surcharge if you carry Property, Casualty or Personal Lines.
- Confirm the licence shows active in SBS License Manager and keep your completion certificates.
There is no grace period on the requirement itself - the hours must be complete and posted before the renewal date. Failure to complete may result in non-renewal or suspension of the licence under 211 CMR 50.07, and the Commissioner may impose a civil fine of not less than $20 and not more than $100 for EACH hour of instruction by which you fall short, after a hearing. A ten-hour shortfall can therefore cost up to $1,000 on top of the late renewal fee. The Commissioner may grant an extension of time for good cause. Producers generally have up to one year from the renewal date to make up deficient credits and late-renew. Public insurance adjusters have no reinstatement period at all and must retake the examination.
