Illinois requires an insurance producer to satisfactorily complete at least 24 hours of course study in each two-year cycle under 215 ILCS 5/500-35, and three of those 24 hours must consist of classroom or webinar ethics instruction. That delivery restriction is the part that catches producers out: a recorded, on-demand self-study ethics course does NOT satisfy Illinois, though a live webinar does. The remaining 21 hours carry no delivery restriction. Illinois does not split the requirement by line of authority - neither the statute nor 50 Illinois Administrative Code Part 3119 contains any life and health versus property and casualty allocation, so a single 24-hour pool covers every line held.

Illinois permits a producer to carry over a maximum of 12 continuing education hours completed during the prior licensing period, but no ethics credit hours may be carried over. There is no per-producer cap on self-study hours. The two-thirds rule that appears in the statute is a course CLASSIFICATION rule - a course given in a combination of classroom, seminar, webinar and self-study is deemed a self-study course unless the classroom, seminar or webinar hours meet or exceed two-thirds of the total - and it does not limit how many self-study hours a producer may take. Courses in excess of 12 hours are not approved for credit, which is a per-course ceiling. Up to four hours per biennial period may be earned through active participation in a state or national professional insurance association, and those hours may not satisfy the ethics requirement. Illinois has no long-tenure, age or professional-designation exemption. The statute permits waiver of renewal procedures on request for military service. Nonresident Illinois licensees satisfy Illinois by meeting their home state's requirement.

Illinois producer licences expire biennially on the last day of your birth month. The renewal window opens 90 days before expiration. Since July 1, 2023 all applications must be filed through NIPR.com and all fees paid by electronic funds transfer in the NIPR system.


βœ… How to Renew Your Illinois License

  1. Confirm your expiration date - the last day of your birth month, biennially - and note that NIPR opens renewal 90 days prior.
  2. Complete 24 hours including 3 hours of ethics delivered by classroom or webinar. Self-study ethics will not count. Apply any carried-over non-ethics hours from the prior period, up to 12.
  3. Finish the coursework early. The rule directs completion no later than one month before the extension date, and the Department requires you to be compliant at least 10 business days before your renewal date so the provider's report can post.
  4. Verify your hours posted by pulling your own education transcript at State Based Systems - select Illinois, enter your last name and the last four digits of your Social Security number, or search by National Producer Number.
  5. Confirm the Producer Database shows you as education compliant. NIPR will not let you renew electronically until it does.
  6. File the renewal at NIPR.com and pay the $215 biennial fee by electronic funds transfer.
  7. Keep your own records - retain each course record for three years, and retain permanently the original long-term care 8-hour, annuity and flood certificates, since the Department keeps no permanent record of those.

There is no true grace period - the licence is expired the day after the last day of your birth month, and you may not transact insurance while it is expired. Under 215 ILCS 5/500-35 a producer who allows the licence to lapse may, within 12 months after the due date of the renewal fee, be issued a licence without the necessity of passing a written examination, subject to a penalty. Within that window you file a Resident License application rather than a Resident License Renewal through NIPR, pay the licence fee plus the $215 penalty and reinstatement fee, and must be compliant on continuing education. After 12 months reinstatement is no longer available and you must qualify as a new applicant including the examination.
