Hawaii sets no cap on self-study or online hours, so they count in full.


βœ… Hawaii Continuing Education Requirements

Hawaii is one of the few states that splits continuing education by line-of-authority group rather than pooling it. Under HRS Β§ 431:9A-124, the total is always 24 credit hours, but how those 24 are allocated depends on what you hold. A producer with Life and/or Accident & Health authority completes 21 hours in that group plus 3 hours relating to ethics training or to the insurance laws and rules. A producer with Property, marine and transportation, vehicle, general casualty or surety authority - Personal Lines included - completes 21 hours in that group plus the same 3 hours. A producer holding both groups completes 10 Life/A&H hours, 11 P&C hours and 3 ethics hours. Holding two groups does not increase the total past 24.

The allocation rule is the part that catches producers out. Excess Life/Health credit does NOT migrate to the Property/Casualty requirement, and excess P&C credit does not migrate the other way. Only surplus dedicated ethics or laws-and-rules credit spills over, and it flows to Life/Health first and Property/Casualty second. Hawaii allows no carryover between renewal cycles at all, and credits are valid for 24 months after completion. There is no cap on self-study or online hours, so the full 24 may be completed online. Nonresident producers who satisfy their home state's requirement are exempt under HRS Β§ 431:9A-116. The Commissioner may waive a requirement for good cause on written request, ideally at least 90 days before your renewal date, and producers on extended active military duty receive an extension equal to their days of duty.

These hours do NOT count toward a Property & Casualty shortfall - Hawaii does not let Life/Health credit migrate to the P&C bucket - and they do not satisfy the 3-hour ethics requirement.

Hawaii individual producer licences renew on the last day of your birth month, on a two-year cycle. It is not a fixed statewide date. Business entities are different - the last day of July for a resident entity and the last day of April for a nonresident entity. Confirm your own renewal date in SBS License Manager rather than assuming, and note that Hawaii publishes no odd-or-even-year rule tied to your birth year.


βœ… How to Renew Your Hawaii License

  1. Confirm your renewal date and which line-of-authority groups you hold. Your date is the last day of your birth month, biennially.
  2. Work out your split: 21 plus 3 if you hold one group, or 10 plus 11 plus 3 if you hold both. Remember that Life/Health hours cannot fill a Property/Casualty shortfall.
  3. Complete your hours from courses individually approved in Hawaii. Approval in another state counts for nothing here.
  4. Finish at least 15 days before your renewal date. The Insurance Division no longer accepts completion certificates from licensees - your provider uploads them, and the credits must be on file before the renewal fee can be submitted.
  5. Check your credits in SBS License Manager and confirm each course posted in the right category, because the Division re-allocates your transcript each time a new course lands.
  6. Renew online at NIPR - online renewal is mandatory in Hawaii. The resident producer renewal fee is $100.
  7. Confirm the licence shows active, and keep your own completion records for four years as HRS Β§ 431:9A-125 requires.

There is no grace period. Missing the requirement places your licence on inactive status automatically under HRS Β§ 431:9A-124(d). Reinstatement carries a penalty of double the unpaid renewal fee and is available for 12 months from inactivation, with no re-examination in that window. After 12 months you must apply as a new applicant - new exam, fingerprinting and the full initial fee. Because the provider has up to 15 days to upload and the Division must hold the credits before you can pay, finishing in the final fortnight is genuinely risky.
