OSHA does not approve, certify, or license training providers or courses, so no course carries an OSHA approval number; instead, the employer is responsible for ensuring training meets the standard, and a certificate of completion is acceptable documentation. This is awareness-level training only and is not a substitute for the hands-on, equipment-specific, and site-specific training that scaffold erectors, dismantlers, and users must still receive from their employer under 29 CFR 1926.451 and 1926.454. The designation of a competent person and a qualified person also remains the employer's responsibility, and this course does not by itself qualify anyone as a competent or qualified person.

Under 29 CFR 1926.454, the employer must have each employee who performs work on a scaffold trained by a qualified person to recognize the hazards associated with the type of scaffold being used and to understand the procedures to control or minimize those hazards. Employees who erect, disassemble, move, operate, repair, maintain, or inspect scaffolds must be trained by a competent person.

Because retraining is triggered by changes and deficiencies rather than a set date, many employers refresh this awareness training periodically to keep workers current.
