βœ… Does This Course Satisfy the California Requirement?

This course is designed to satisfy the two-hour variable life insurance policies training required by California Insurance Code section 1749.81(b). It is approved by CDI in the 2025 Variable Life 2-Hour category for 2 credit hours, which is the category California created for this requirement, and the two hours also count toward the 24 hours of continuing education required before each renewal.

This course does not satisfy any of the following, each of which is a separate California requirement: the 3-hour ethics requirement; the four-hour life insurance policies training under section 1749.81(a) that applies to life agents licensed on or after January 1, 2024 before they solicit individual life insurance; the 8-hour initial and 4-hour recurring annuity training under section 1749.8; and the 8-hour long-term care training under section 10234.93. California states plainly that annuity training does not satisfy the variable life training, and the variable life training does not satisfy annuity training. This course supplies 2 of your 24 hours; the remaining 22 hours and every other mandatory subject must be completed separately.

βœ… California Continuing Education Requirements

California resident life agents complete 24 hours of continuing education, including at least 3 hours of ethics, before each two-year license renewal under California Insurance Code section 1749.3. On top of that total, California attaches several product-specific training requirements to what the agent actually sells. Senate Bill 263 added two of them effective January 1, 2025, and the two-hour variable life training is one.

  • Total continuing education: 24 hours of instruction prior to each renewal (Ins. Code Β§ 1749.3).
  • Ethics: at least 3 of the 24 hours must be ethics training. California states that the approved ethics course is part of, not in addition to, the 24 hours. Nonresidents are exempt from the ethics requirement.
  • Variable life insurance: β€œA life agent who sells individual variable life insurance policies shall satisfactorily complete two hours of training before each license renewal” (Ins. Code Β§ 1749.81(b)). This is recurring, not one time, and it counts inside the 24 hours.
  • Life insurance policies: a life agent licensed on or after January 1, 2024 who sells individual life insurance policies, other than term life with no cash value, must complete 4 hours of training before soliciting individual consumers (Ins. Code Β§ 1749.81(a)).
  • Annuities: 8 hours of initial annuity training, then 4 hours of annuity training before each renewal for agents who sell annuities (Ins. Code Β§ 1749.8). California confirms annuity training does not satisfy the variable life training.
  • Long-term care: 8 hours of long-term care training in each of the first four 12-month periods after original issuance, then 8 hours before each renewal (Ins. Code Β§ 10234.93).
  • Renewal cycle: licenses are issued for two-year terms. The first term begins the day the license is issued and expires the last day of that same calendar month two years later. Additional licenses issued later expire with the original.
  • Long-service exemption: a licensee who is 70 or older and has been a licensee in good standing for 30 continuous years in California may be exempt from continuing education. The exemption does not apply to anyone first licensed on or after January 1, 2010.
  • Nonresidents: California's product-specific training requirements reach nonresident licensees as well, with a narrow exception for agents who represent a qualifying direct response provider.

How this course helps: This 2-hour course is designed to satisfy the entire two-hour variable life insurance policies training required by Insurance Code section 1749.81(b) for a life agent who sells individual variable life insurance policies, and the same 2 hours count toward your 24-hour total. After this course you still owe the other 22 hours, the 3 ethics hours, and any of the other product-specific trainings that apply to what you sell β€” the 4-hour life insurance training, annuity training and long-term care training are all separate. Confirm your own obligations on your California license record before you renew.

βœ… When Do Licensees Renew?

California insurance licenses run on two-year terms. The term of your first license begins the day the license is issued and expires on the last day of that same calendar month two years later, and any additional license you are issued later expires at the same time as the original. That means your renewal month is set by your original issue date, not by your birthday and not by a statewide date. Your continuing education, including this two-hour variable life training, must be completed before the license expires.

If a license does expire, California allows reinstatement for up to one year after the expiration date. You pay the original renewal fee plus a 50 percent reinstatement fee, resident licensees still have to complete the continuing education, and you are not authorized to transact insurance business until the license is actually reinstated. Past one year there is no reinstatement β€” you file as a new applicant. Check your own license record for your exact expiration date rather than relying on a renewal notice arriving.

βœ… How to Renew Your California License

  1. Confirm your license record. Look up your California license to confirm the exact license type, status, expiration date and what continuing education has already posted. Your expiration is tied to your original issue month.
  2. Work out which trainings apply to you. The 24-hour total and 3 ethics hours apply to resident licensees. Then add the product-specific trainings for what you sell: variable life, life insurance policies, annuities and long-term care are each separate.
  3. Complete the hours before the expiration date. Finish all required hours, including this two-hour variable life course, before your license expires. Give yourself room β€” completions have to be reported and posted before your renewal can be approved.
  4. Let the reporting post. We report your completion to the California Department of Insurance within 24 hours. Keep your certificate, then check your record again and confirm the hours show on your transcript.
  5. Submit the renewal. File the renewal electronically through the state's online licensing service or through NIPR. Paper renewal applications are also available from CDI if you prefer to file on paper.
  6. Pay the renewal fee. CDI states the fee is $188 to renew the Life Agent and/or Accident and Health or Sickness Agent license. Confirm the current amount at the time you file.
  7. Verify the renewed license. Save your receipt and confirmation, then pull your license record again and confirm the status is active with the new expiration date. If anything looks wrong, CDI's Licensing Hotline is 1-800-967-9331.

βœ… What You Will Learn

  • How individual variable life and variable universal life policies are built, and what makes the death benefit and cash value variable
  • How the separate account works, including unitized values and the difference between the assumed and the actual investment rate
  • Why variable life is regulated as both a security and an insurance product, and what licensing and registration that requires of you
  • The contract provisions California controls: free look, incontestability, grace period, guarantees, crediting and nonforfeiture
  • The mandatory cover page disclosures and the senior surrender charge notice California requires
  • How to decide whether a variable life policy is actually appropriate for the consumer in front of you
  • Selling in person and online: identity verification, electronic signatures and data security
  • How misrepresentations and omissions happen in variable life sales, and how to document the transaction so they do not

βœ… Course Content Overview

Section 1 (Hour 1) β€” Variable Life and Variable Universal Life Product Design and Regulation

The first hour establishes what a variable life insurance policy is and why it sits in two regulatory worlds at once. It covers the key characteristics of individual variable life insurance, then moves into separate account design, unitized value, and the relationship between the assumed investment rate and the actual investment rate β€” the mechanism that makes the death benefit and cash value move. It then addresses dual regulation as a security and as insurance, and the qualifications an agent must hold to place the product. The hour closes on the contract provisions California controls in variable life β€” free look, incontestability, guarantees, crediting and nonforfeiture β€” the key characteristics of individual variable universal life insurance, and the mandatory cover page disclosures together with the senior surrender charge notice. The section ends with review questions you must pass at 70 percent.

Section 2 (Hour 2) β€” Policy Requirements, Consumer Appropriateness, and Compliant Sales Practice

The second hour turns from product design to the transaction. It opens on grace period, benefit base, deferral of payment, and cash and surrender value, then takes up separate accounts under Insurance Code section 10506 and the agent qualifications that attach to them. From there the hour is about the sale itself: determining whether the policy is appropriate for this particular consumer, selling in person and selling online β€” identity, electronic signatures and data security β€” avoiding misrepresentations and omissions, and documentation best practices for the variable life transaction. The section ends with its own review questions at 70 percent, after which the 10-question final examination unlocks.
